Primal pyromancy of Quelana of Izalith.
Erect giant fire pillars in vicinity.

The tempestuous raging flames resemble those
summoned by the Daughters of Chaos when they
challenged the ancient dragons and scorched
the very earth.

Where to find

Quest or covenant reward

Quelana, Blighttown swamp

Requirements

Make Quelana appear and speak to her before killing the Bed of Chaos.
Keep her alive and complete purchases before she finishes her quest and departs.

Upgrade a Pyromancy Flame to at least +10 with Laurentius or Eingyi. Return to the swamp before defeating the Bed of Chaos and find the woman seated against a stone pillar near the approach to Quelaag's mound.
Speak to Quelana to establish the encounter and open her shop. Her appearance threshold is +10, not the +15 needed to ascend a flame.
After defeating Quelaag, exhaust Quelana's dialogue and accept her request concerning the Bed of Chaos. Defeat that boss, then return to her swamp pillar and speak to her for Fire Tempest.

Requirements

Make Quelana appear before killing the Bed of Chaos.

If Quelana is present, killing her can drop Fire Tempest. The friendly quest route above preserves her services until her quest ends.

Killing her removes her spell shop and the only service that ascends and reinforces an Ascended Pyromancy Flame.

Notes

Requirements and charges: Has no Intelligence or Faith requirement. Uses 1 attunement slot and provides 20 charges per attuned copy before equipment modifiers.
Casting tool: Cast with a Pyromancy Flame. Its reinforcement determines Magic Adjustment; Strength, Dexterity, Intelligence and Faith do not increase its spell power. Dexterity can affect the casting speed of some offensive spells, separately from damage.
Stronger storm: Raises stronger fire pillars than Firestorm. It retains the one-slot cost and the 20-charge pool.
Charge pool: A full sequence consumes most of those charges. Interrupting the cast can leave a different remainder, so twenty charges is not twenty storms.
Teacher choice: Quelana gives this as a friendly quest reward after the Bed of Chaos. Killing her is an alternative drop route that removes her shop and unique flame-ascension service.
